Freedom to Receive or Reject the Historic Episcopate
Assembly action: Passed
Action called for: Forward resolution to the ELCA Church Council for
consideration and possible action
Action taken: Forwarded to the ELCA Church Council. Church Council's

CC03.08.49e To receive the resolution of the Southeastern Minnesota Synod
related to the freedom to receive or reject the historic episcopate; and
To acknowledge the action of the 2003 Churchwide Assembly of the
Evangelical Lutheran Church in America on this subject as the response of
the council to the resolution of the Southeastern Minnesota Synod.

Action called for: Adopt the guidelines.
Action taken: The Compensation and Benefits Guidelines were included as an
insert in the August 2003 River Crossings mailing, were published in
the 2003 Synod Handbook and have been published on the synod's web site.
2003-05: Colombia: Give Peace a
Place
Assembly action: Passed
Action called for: Global Mission/Companion Synods Committee asked to give
greater visibility to the crisis in Colombia; encouraged members to write to
their congressional representatives about the crisis in Colombia; forward
resolution to the ELCA Conference of Bishops
Action taken: Forwarded to the Global Mission/Companion Synods Committee for
action; forwarded to the ELCA Conference of Bishops for action
2003-06: Pass the Buck to Lutheran
Campus Ministry of Minnesota Appeal
Assembly action: Passed
Action called for: Encouraged congregations to make a one-time gift to
Lutheran Campus Ministry, Winona of $1.00 per baptized member
Action taken: Lutheran Campus Ministry, Winona received approximately
$20,000 from the "Pass the Buck" effort, which helped them meet their fund
raising goal by April 1, 2004.
2003-07: Pending Legislation: "RACINO"
Assembly action: Passed
Action called for: Requested a press release from the synod office
publicizing that the 2003 Southeastern Minnesota Synod Assembly, ELCA
opposes passage of the "RACINO" legislation
Action taken: Press release issued May 3, 2003 to local news outlets,
including the Rochester Post-Bulletin, Minneapolis Star Tribune, and the St.
Paul Pioneer Press.
