2004 Synod Assembly

Resolution 2004-03: Synod Constitution Amendments Read to the 2003 Synod Assembly

WHEREAS, the Constitution of the Southeastern Minnesota Synod states:

†S18.13.b The Synod Council may propose an amendment, with notice to be sent to the congregations of this synod at least six months prior to the next regular meeting of the Synod Assembly. Such an amendment shall require for adoption a two-thirds vote of the voting members present and voting at such a regular meeting of the Synod Assembly. All such amendments shall become effective upon ratification by the Churchwide Assembly or by the Church Council; and,

WHEREAS, the following amendments to the Constitution of the Southeastern Minnesota Synod were read at the 2003 Synod Assembly; and,

WHEREAS, the Southeastern Minnesota Synod Council recommends these amendments;

THEREFORE BE IT RESOLVED, that the following changes be adopted at the 2004 Southeastern Minnesota Synod Assembly:

S9.03 The Leadership Development Committee shall assume the duties of the Nominating Committee. The Synod Leadership Development Nominating Committee of five members shall be nominated by the Conference Deans and elected by the Synod Council to serve for one three year term. The Synod's Vice President shall be the chairperson of the Committee.

S9.05 The Leadership Development Nominating Committee shall nominate at least two persons for vice president; additional nominations may be made from the floor.

S9.11 The Leadership Development Nominating Committee shall nominate persons for election by the Synod Assembly to the boards of agencies and institutions of the church according to their respective constitutions.

S9.14 The Leadership Development Nominating Committee shall nominate seven persons for the
Committee on the Election of a Bishop who shall be elected by the Synod Assembly.

Note: The name "Leadership Development Committee" was a change adopted by the 2000 Synod Assembly as a part of the synod structure reorganization begun in 1999. It was thought that Leadership Development Committee rather than Nominating Committee would convey a sense of finding the best qualified and interested person to be nominated for a position. However, the Leadership Development Committee has been confused with the Lay & Clergy Leadership Development Team of the Synod Council. The change to these constitutional provisions is intended to remedy that confusion.
