Resolution 2004-05: New Mission

Referred to
the Synod Council
WHEREAS, The church has been called to proclaim the Gospel to
the world; and
WHEREAS, the starting of new
congregations is a good way to spread the Good News; and
WHEREAS, there are many
methods and approaches to starting new congregations; and
WHEREAS, conferences need to
try some of these processes as well as the present ELCA mode for outreach;
THEREFORE BE IT RESOLVED, that
the Southeastern Minnesota Synod ask each conference to start one new
congregation or redevelop one existing congregation by 2007; and
BE IT FURTHER RESOLVED, that
those involved will work with the ELCA Division of Outreach in ways that
seek to complement rather than hinder their strategies, and
BE IT FURTHER RESOLVED, that
these plans will involve the pastors and laypeople of each conference; and
BE IT FURTHER RESOLVED, that
the new congregations will be developed the most cost-effective manner
possible, and
BE IT FURTHER RESOLVED, that
each conference involve its members and pastors in planning their outreach
in 2004, reporting on their proposals in 2005, and carrying them out in
2005-2006, so the new congregations may be admitted to the synod in 2007.
