Resolution 2007-03:
Petition for a Minnesota Without
Poverty

1 WHEREAS, the Southeastern
2 Minnesota Synod in assembly in
3 2006 has embraced the goals of A
4 Minnesota Without Poverty; and
5 WHEREAS, Bishop Harold Usgaard,
6 along with 35 other religious
7 leaders, including all the ELCA
8 bishops in Minnesota, signed the
9 document entitled A Common
10 Foundation – Shared Principles for
11 Overcoming Poverty; and
12 WHEREAS, the 2006 Minnesota State
13 Legislature adopted the language
14 of A Common Foundation in a bill
15 that created a Legislative
16 Commission to End Poverty in
17 Minnesota by 2020; and
18 WHEREAS, Lutheran Social Service
19 (LSS) of Minnesota, Lutheran
20 Coalition for Public Policy in
21 Minnesota (LCPPM), Joint
22 Religious Legislative Coalition,
23 and the Statewide Organizing
24 Team for A Minnesota Without
25 Poverty are working jointly, along
26 with others, to encourage and
27 support Minnesota congregations
28 in strengthening ministries to
29 overcome poverty; and
30 WHEREAS, encouraging the
31 legislature to support the work of
32 the Legislative Commission to
33 End Poverty is consistent with
34 the above actions;
35 THEREFORE BE IT RESOLVED,
36 that each voting member at the
37 2007 Southeastern Minnesota
38 Synod Assembly be asked to
39 review A Common Foundation and
40 consider signing a petition
41 (available at the LSS display and
42 LCPPM display) to be presented to
43 Minnesota’s elected leaders urging
44 them to follow the principles of A
45 Common Foundation as they
46 develop public policy and as they
47 respond to the Legislative
48 Commission and its
49 recommendations to end poverty in
50 Minnesota by 2020; and
51 BE IT FURTHER RESOLVED, that
52 every congregation represented at
53 the synod assembly provide
54 opportunities for their congregation
55 members to sign the petition for A
56 Common Foundation (blank
57 petition forms handed out and
58 available at LSS and LCPPM
59 displays and at
60 www.mnwithoutpoverty.org);
and
61 BE IT FURTHER RESOLVED, that
62 synod representatives on the
63 Statewide Organizing Team for A
64 Minnesota Without Poverty, along
65 with LSS and LCPPM, work to
66 create opportunities for synod
67 congregations and their members
68 to add their names to the petition
69 and be part of A Minnesota
70 Without Poverty; and
71 BE IT FURTHER RESOLVED, that
72 the petition be presented by the
73 Statewide Organizing Team of A
74 Minnesota Without Poverty to
75 Minnesota’s governor and
76 legislators with all signatures from
77 the Southeastern Minnesota Synod
78 congregations along with those
79 gathered in the other 5 Minnesota
80 ELCA synods and those generated
81 from other faith communities in
82 Minnesota.
