Resolution 2007-06:

Conference Meeting

Failed

WHEREAS, the annual conference
assemblies rarely have an agenda
which includes matters which
could not be easily dealt with in
conference caucus at the Synod
Assembly; and

WHEREAS, the travel and time of
pastors and members of
congregations required for the
annual conference assemblies is
excessive compared with the
agenda presented; and

WHEREAS, pastors are already well-
served by monthly conference
gatherings; and

WHEREAS, lay persons are already
well-served by the connections
they make at the annual Synod
Assembly; and

WHEREAS, conference deans could
call for a special meeting of the
conference in a year when there is
an election of a bishop or other
such unusual matters; and

WHEREAS, the only regular business
of the conference assemblies is to
elect voting members to the bi-
annual Churchwide Assembly of
the ELCA;

THEREFORE BE IT RESOLVED,
that conference meetings no longer
be held annually, but only in such
years that there is an election of
voting members to the
Churchwide Assembly of the
ELCA; and

BE IT FURTHER RESOLVED, that
in the event of an unusual matter
which requires a special meeting of
the conference, that the conference

dean OR OTHER APPOINTED
LEADERSHIP* be given the
authority to call such a meeting;
and

BE IT FURTHER RESOLVED, that
the Constitution, Bylaws, and
Continuing Resolutions of the
Southeast Minnesota Synod,
ELCA, 12.01.04 which now reads
“Each conference will normally
meet at least once a year,” be
amended to read, “Each conference
will normally meet at least once
every other year.”

Submitted by the Zumbro River Conference, author Rev. Glenn Monson

* capitalized phrase above is an amendment to original resolution, as we have a vacancy in our dean position
