Synod Assembly

Resolution Worksheet  

  1. A resolution should be stated clearly and concisely.

  2. The WHEREAS section should state the reason for the resolution. Each reason should be given as a separate WHEREAS.
  3. The RESOLVED section should clearly state the action desired: What should be done? Who should act? What entity should bear the cost, if any, and what cost is anticipated? When should the action be done? To whom should the results be reported? Separate each of these items in the resolution so that the assembly, in acting upon the resolution, may deal with each item separately and decide, if members so choose, to modify the separate elements.
  4. Remember to test your resolution against the guidelines before submitting it!

FORMAT 
1. If a resolution requires one action, use the following format:

RESOLVED, that ___________________________________.

2. If a resolution requires more than one action, the following format is used:

RESOLVED, that ___________________________________; and 
BE IT FURTHER RESOLVED, that __________________________________.

3. If a resolution is preceded by one reason for submitting the resolution, the following format is used:

WHEREAS, ________________________________________;
THEREFORE BE IT RESOLVED, that__________________________________.

4. If a resolution is preceded by two or more reasons, the following format is used: 

WHEREAS, ________________________________________; and
WHEREAS, ________________________________________; 
THEREFORE BE IT RESOLVED, that _________________________________.

To be included in the pre-assembly mailing, resolutions MUST be received by February 28, 2003

Submittal Form
Resolutions may be submitted by 

  • a congregation, or
  • a committee/conference (committee minutes indicating the resolution must be submitted with the resolution), or
  • a group of 10 voting members (their signatures, typed names, and phone numbers must be submitted with the resolution)

Please include with your resolution:

  • a title for your resolution, 
  • signature(s) of all those submitting the resolution (and their names and phone numbers, typed)
  • name of the congregation and city (or conference) from which the resolution was originated
  • signature of the pastor or congregational president of that congregation, unless resolution is submitted by a conference
